One other reason is that in those days, the chatur vEdis, high class brahmins well versed in the 4 vedas regarded bhagavan nAma keertanam to be for the low people who are incapable or ineligible to learn the vedas and practice it.  So due to their ego they shun to do bhagavan nAma sankeertanam and didnt accept its importance.  But actually bhagavan nAma keertanam is for all which the brahmins in those days didnt accept.  This is the base behind the purana slokam you have quoted.
