This analogy appears in srI vacana bhUshaNam.
The language is maNipravALam; I have the
text with me. Here is the roman transliterated
version.
this is srIvacanabhUshaNam first prakaraNam,
39th sUtra.
bhoogatha jalam pOlE antharyAmithvam; AvaraNa
jalam pOlE vyUham; peru-k-kARu pOlE vibhavaNgaL;
adhilE thEngina madukkaL pOlE archAvathAram.
