Avataras of the Lord are for 3 purposes. Paritranaya Sadhoonaam (Saving the
virtuous), Vinaasaaya cha Dushkrithaam (destruction of evil ones) and Dharma
Samsthaapanaaya (Establishment of Dharma).
Of course, He can do all the three by remaining in His Srivaikuntam and by
His mere Sankalpa. Why, then should He come "down to earth"?
By being in the proximity of virtuous people, He imparts a sense of
reassurance to them that He is there to protect them and they need have no
fear. Vide "Abhayam Sarva bhoothebhyo: dadaami ethad Vratam mama" and "aham
tvaa sarvapapebhyo mokshayishyaami, maa suchah".
Also, He loves His devotees so much that He cannot bear to be physically
away from them. He says in Gita, "the Jnaani is my own Atma". How could He
be away from His own Atma, when that Atma is on this earth?
