Dhanur masa sangramanam & Thiruppaliyezhuchi chanting

SRI:

The Srirangam temple Panchangam and also Pambu (VAkya) Panchangam list that the
birth of
Margazhi masam is at 26 Nazhi (Ravi) of December 16, 1999. Thiruppalliyezhuchi
(Thiruppavai)
is chanted from Dec 16, 1999. However, in Thirupathi temple, Thiruppaliyezhuchi
will be
recited from Dec 17, 1999. In Sri. Venkateswara temple, Bridgewater, NJ,
Thirupalliyezhuchi
and Thiruppavai will be recited from Dec 17, 1999.

I do not know why the difference is. Can someone knowledgeable explain this?
