According to my limited Sanskrit, I think this should be yathoktakAri.
This can be split as yathA uktam (tathA) karoti iti yathoktakAri. The
literal meaning of yathA uktam (tathA) karoti  is nothing other than
conna vaNNam ceyta (perumAn) viz., one who does as told.
