Cows : Need Affirmative Action

Many times before this topic has come up and died. I
request Sri Mani and other concerned people to keep
this topic alive and evolve an affirmative action.
What Bharath Asuri has given a state of affairs as it
is. We have to decide how to take a practical step
forward.
